Abstract
Donovan examines the many issues facing successive Commonwealth administrations, including the struggle for a political voice by Territorians, the corresponding growth of self-government awareness amongst Aborigines, the attempts to stimulate economic development, and the effects of two world wars. The major theme, however, remains the constant gulf between perception and reality. The Northern Territory has always been considered a land of promise for economic and social development, yet too often policies and plans have proved to be stillborn because of the Territory's geographical and social position.
