History is continually producing interesting accidents, and it has often been thought that one such occurred in southeastern Australia in the latter part of the nineteenth century. Here, two developing British colonies, of similar origins, and with similar aims for the future, chose widely differing fiscal paths; New South Wales espoused free trade, while Victoria championed protection.
