Abstract
The materials collected for this purpose have never preciously been brought together; they have hitherto remained scattered in the Commonwealth Parliamentary Papers, the Commonwealth Debates, the daily newspapers of the six State capitals, and journals such as The Round Table. For eleven parliaments, Professor Sawer has surveyed the changes in party strength and policy and the personnel of Government, the legislative programme (as revealed both by Acts and by unsuccessful Bills), the Budgets, motions before the Houses, and specific constitutional issues.
