"The idea for this work originated in a remark made by Lillian MacPherson, then the acting law librarian of the University of Alberta. I was investigating the charges of sedation laid against the leaders of the Winnipeg Strike of 1919, and I was curios to know why 'sedation' was not defined in the Criminal code of the day. I asked Lillian if there was a history of the Code. She replied "No. Are you going to write one?" I thought some this a most interesting and worthwhile project and one that was long overdue..." - Preface
